Why does the sixty second rule exist?

A fish held out of water for more than about a minute is encountering a completely different environment from the one it just came from. In water, oxygen crosses the gills continuously. In air, it does not, and the gill filaments collapse against each other. NOAA Fisheries catch and release guidance names "less than 60 seconds" as the ideal target for keeping air exposure to a minimum (NOAA Fisheries, Catch and Release Fishing Best Practices).

That is the anchor of the rule: it is not a legal threshold, not a guarantee, and not a number that makes a released fish safe. It is an easy-to-remember upper target for the one variable an angler can control entirely. Every additional second out of water is cumulative stress on top of the fight itself.

What actually happens to a fish in the air?

Gill function, surface protection and muscular recovery are all compromised at the same time. The gill arches that were fanning water are now working against gravity. The mucus coating that blunts infection can be rubbed away by dry hands or a dry net. And the fish has not yet repaid the oxygen debt from the fight, because there is no water running over the gills to repay it.

The Maryland Department of Natural Resources frames the same point through a different lens: fish respond to dissolved oxygen concentrations, and warm, poorly oxygenated water is a stressor before a fish is ever hooked (Eyes on the Bay, Click Before You Cast). Catching a low-oxygen fish and then pausing for photographs stacks the two pressures. That is a practical reason to shorten the air interval in late summer, above the water-reading skill itself: dissolved oxygen in summer creeks.

Does the count start when the fish leaves the water?

Yes, and that is the part most anglers get wrong. The clock is not the photo. The clock is the entire period from lift to return, which includes unhooking, holding, measuring, talking to a partner, and positioning a camera.

A useful way to read the rule is to budget the whole episode, not the pose. If unhooking takes twenty seconds and a photo takes twenty more, the handling is not automatically in violation, but there is little room. If a fish is deeply hooked and unhooking is slow, the honest response is to skip the photo entirely, not to hurry a hook removal and cause a torn mouth. In that case the better move is to cut the line as close to the hook as possible and release in the water, exactly as wet hands and a knotless net practice describes.

How do you choose between a photo and a fast release?

Use a simple decision order before the fish is lifted.

The pattern is the same in every row: the fish comes out once, and only when everything else is already prepared. A camera still in a bag turns a fifteen second lift into a ninety second one. That is the failure the rule is really written to prevent.

Does the rule change with water temperature?

Warmer water holds less oxygen, so the same sixty seconds lands harder in August than in October. Cold water is more forgiving in absolute terms, but it is not a license to extend the clock. The fish still cannot breathe in air.

What changes with temperature is how much recovery time the fish needs after release. On a hot, still afternoon over a low-oxygen flat, a fish that is returned quickly may still be slow to swim away. That slow exit can be normal stress behavior, and there is a separate skill for it: resuscitating a sluggish fish describes holding the fish upright, head into the current, until it holds position on its own.

What does the rule look like in a real trip plan?

It changes gear and order of operations, not just intentions. Wet the net before the cast. Clear the deck of anything that will not be needed. Keep release tools where you can reach them without looking. Decide in advance who handles the fish and who handles the camera.

Some of that preparation happens before the boat even leaves the dock. Reading the tide window and current direction influences whether you are working with or against the water when a fish goes back: plan a tide window, not a tide chart. A fish released into a strong sweep near structure may be pushed somewhere it cannot recover as easily, while a fish released into gentle flow can be held until it kicks away.

Does the sixty second rule guarantee survival?

No, and it is worth being honest about that. Catch and release survival depends on the fight, the hook location, the water temperature, the oxygen level, the handling, and the depth the fish came from. NOAA Fisheries notes that simply letting a fish go does not guarantee it lives, and that barotrauma, a gas build-up in fish caught from deeper water, can prevent a fish from swimming back down (NOAA Fisheries, Catch and Release Fishing Best Practices).

The sixty second target is one manageable slice of a larger picture. It is worth honoring because it is simple, checkable, and easy to train on. It is not the whole answer, and treating it as permission to handle fish roughly because the stopwatch is short would miss the point.

The recreational fishing community has an interest in these fish being abundant. NOAA Fisheries calculates that saltwater anglers took 204 million fishing trips in 2023, supporting hundreds of thousands of jobs (NOAA Fisheries, Recreational Fishing). Practices like the sixty second rule are part of what keeps that activity viable, not a separate obligation in conflict with it.

Practical takeaway: set up first, lift once, dehook in the water whenever possible, and treat sixty seconds as the ceiling you aim to stay under every time.
